These days tanning beds are considered potentially as dangerous as sunbathing. Much has been written about them and it would be wise to do some research before you start using it.
Modern tanning beds might include some electronics but originally they were simply a collection of fluorescent lamps, a timer and a selector switch and probably at least one safety device such as a fuse or a thermal breaker.
The circuit should be fairly straightforward and easy to follow and check which will be the only way to discover the fault using a multimeter to verify the supply and discover where the current flow stops.
