My guess is that you are installing a dryer in a mobile home. National Electrical code requires them to have a 4 prong receptical. Red and Black provides your 220 VAC, the White wire carrys the Neutral side for 110VAC functions. And the Green provides the appliance ground.

I need to change my 3 prong to a 4 prong

Unplug the dryer then remove the terminal block cover and disconnect the 3-prong cord from the dryer. Note that the cord has red , black, and white wires but sometimes the red and black wires are both replaced by same color wire, usually gray and can switch places. There's also a ground strap wire also connected to the center terminal together with the white (neutral) wire.

Get yourself a 4-prong cord and note that it has red, black, white, and green/yellow wires but sometimes, like the 3-pronged one, the red and black wires are both replaced by same color wire, usually gray and can also switch places. All you have to do now is connect the 3 wires in the same manner they are connected as 3-prong cord to the terminal block. The ground strap wire now just need to be connected to the remaining 4th wire, the green/yellow wire instead of the center terminal together with the white (neutral) wire. Reinstall the terminal block cover and it's done.

It can be observed that converting a 3-prong cord to 4-prong cord is merely splitting the neutral line and the ground thereby increasing the number of prongs from 3 to 4 whereas, on the other hand, converting a 4-prong cord to 3-prong cord is merely joining the neutral line (white) and the ground (green/yellow) thereby reducing the number of prongs from 4 to 3.. The 4-prong plug has red, black, white, and green/yellow wires while the 3-prong plug has red, black, and white wires. The only difference is the green/yellow (ground) wire of the 4-prong plug which is attached to the dryer cabinet. All you have to do is connect the wires of the 3-prong plug in the same way the same wire colors are connected with the 4-prong plug then connect the terminal on the cabinet, where the green/yellow (ground) wire of the 4-prong plug is formerly connected, to the white wire of the 3-prong plug.

Can you take a dryer that has a 4 prog plug and put a 3 prong plug on it?

Yes, you can put a 3-prong plug in place of the 4-prong plug.

The 4-prong plug has red, black, white, and green/yellow wires while the 3-prong plug has red, black, and white wires. The only difference is the green/yellow (ground) wire of the 4-prong plug which is attached to the dryer cabinet. the green wire is just a ground,as long as it's touching any metal on the frame of the dryer you're ok,put the wires the same way white in the middle, red on one side black on the other,on the back inside wall where the block is that your wires are connecting to there's a green ground wire in there that you can remove the screw that holds it on and also connect the new ground wire with it or like i said you can remove any screw that's close to the block and ground the wire there as long as it's grounded to the frame of the dryer

Good day,
You wired it correctly. The original setup you had, used a 3 prong, and the white wire could serve as a ground, since all green wires and white wires connect to the same place on the circuit breaker panel.
Adding an additional green wire from the cabinet to a grounding location, such as a bare cold water pipe is just added safety.
There might be something wrong inside the dryer, but to be safe, you should have the outlet checked, to make sure the white(common wire) didn't lift off ground potential, and you have a true 230 volts from red to black, and 115 from both white to red, and white to black at the outlet.

I have a 3-prong plug on a 14-year-old dryer. Now must change to 4-plug. Is that possible ... and if so, how?

A three Prong contains L1 (Line1), L2 (Line2) and N (Neutral). A four prong will contain L1 (Line1), L2 (Line2), N (Neutral) and G (Ground) typically a green wire.
Connect the three wires as normal, connect the green wire to the screw provided on the cabinet.
