I don't own either of these machines but taking a quick look at the amazon website listings, the features like #stiches, buttonholer, auto threader etc look fairly similar. However the talent has a a top loading bobbin which is a little easier and quicker than a traditional bobbin and with a clear cover you can see when you are running out of thread on the bobbin. The Talent often seems to ship with some bonus feet over the basic 4 normally supplied. You likely won't need to use those extra feet as they are more specialized items. The Talent has an extra foot height pressure setting for handling thick materials which I did not seee on the 3221 listing. So overall the Talent seems a little better than the 3221.
To use the Talent 3321 for free-motion sewing, you do not lower the feed dogs. Instead, put the darning plate over the feed dogs. This darning plate was among the original accessories included with the machine. If you need a replacement, one source is https://www.sewingpartsonline.com/darning-plate-singer-416223901.aspx .
gears not engaging. It should have a peddle for the foot from what I remember. Bad switch
Just a guess to be honest because both hands should be needed to move the cloths
