What PC? none stated, just PSU.
what are you doing with that PSU
bench testing, it or what>>>??? we cant guess USAGE ever.
to bench test it use a jumper wire.
the 24 pin cable ATX2, jump pin 15 to 16, PS_on to ground.
that turns it on, so you can use a voltmeter to check each power rail pin.

in inside PC, it must be connect to the MOBO
and then the MOBO power switch connected or it cant be turned on.

If connector have two big brown wires (pins 1 and 11) and a small brown wire (pin 2). then short circuit the small brown wire with a big brown wire (pins 1 and 2).
Also short circuit the small black wire (pin 16) with a big black wire (pin 17).
Ps. The Power Supply needs a minimal load ex: 1A.

I am assuming this is a desktop and not a laptop. On the power supply you have a number of connectors. A 24 pin connector (like a lego block) or a 20 pin (leg block) with a 4 pin (in the pattern shown on a dice) Look at your motherboard and check whether you have any connectors which match these and plug them in. They only go one way round as they are shaped. You will need to plug in the wide white 4 pin connectors to everything else like your CD, your hard drives. The floppy drive has a separate smaller white connector. If you have a sata drive these are usually black and flat. Basically you need to connect some wires to your motherboard and one power cable to each of your devices, hard drive, CD/DVD, floppy drive. It doesnt matter which one you choose. Just one that will fit. If you have a souped up graphics card there may be a 6 pin connector for that either on the board itself or on the graphics card. The 6 pattern is the same as a 6 on a dice also.
Good luck.

Your power supply is bad--you will need to replace. I suggest looking at tigerdiect for a replacement.

If your system won't boot up with just the AC adapter connected, it means to say that there's a problem with the AC adapter or the motherboard of the computer. Basically, if the AC adapter or the motherboard is damaged, you won't get a charged battery. If there's another AC adapter that you can try your computer with then that will be great. If antoher AC adapter works, then you just have the AC adapter replaced. If a known AC adapter didn't work then you may need to consider replacing the motherboard of the computer.

there are several possibilities. 1. replace the ram, make sure that its a good working ram module. 2. review all your work from system board to power supply. 3. try running it temporarily without the cmos battery. 4. check your monitor. 5. check your VGA. 6. retry and retry.
