I have taken out the card on which the fuse is located. the card doesn't appear to have any burnt spots. How can i test it with a multmeter to determine if ok? What other areas might I look. Thanks Don from Jacksonville,fl

This set is very problematic. I would first suggest if you are going to repair this; get the schematic, forget checking fuses (that is not the problem). Look for CP150, CP140, CP114, and CP110, these capacitors are known to go bad and shut down the TV. Look and see if they are vented (gotten bloated and or puffy), even if they are not use a LCR meter to measure the capacitance of the capacitors, if they are under 20% of rated value, change them out. Also if the capacitors are not the problem, then check the flyback transformer, the horizontal output transistor. Yes this chassis is so jacked up that any thing in the HV path might be malfunctioning. Just remember check those caps first, and touch up any cold solder joints. If you feel that this is too much for you to do I advise that you take the TV to a qualified TV repair technician for servicing.
