This varies depending on what phone you have: Android, Apple, Windows, or other, and what computer operating system you are using (Windows, Macintosh, Linux).
Basically you have to get the correct USB cable for your phone, which you likely already have, because they are also used for charging the battery.
WIth your computer on and logged in, plug the cable into the phone and plug the USB end into your computer. The computer will likely detect your phone and ask you what you'd like to do next, like "Open disk to view pictures."
