After a local power outage when power was restored the Jenn-Air double oven model W256W display appears dead also lights off in oven (acts like no power to the oven) circuit breakers fine. Any ideas?

Power it down and measure the voltage, you should have at least 220V. It sounds like you may have lost a phase. If you have the voltage connect it and see if the problem clears up, if not call a service person.

Reset after a power outage

A couple possibilities- check for a tripped circuit breaker in your main breaker box, a surge may have tripped these or a fuse internal to the receivers (the inside units) was blown for the same reason

To prevent this kind of damage to all of your wired electronics, consider having a 'whole house' surge protector installed.
Cost: ~$200-$400 dollars and all units with which I am familiar are supplied with insurance against losses for 5-10 years and $10-25.000 in replacement cost.

Main breaker can't be stitched back on after neighborhood power outage in our home, yet all the neighbors have power except us! Why are we the only ones without power?

You're trying to load the entire house on the main breaker all at once. There significantly less stress on the main breaker if you start it like this:

1) Shut off all the circuit breakers.
2) Turn on the main circuit breaker.
3) Turn the other circuit breakers on, one at a time.

Good luck!

Why do i get power at the 120v outlet but nothing works when its plugged into the outlet

It sounds like a bad neutral wire. Somewhere the neutral is not properly connected. Most residential wiring operates on a 240 single phase system comprised of two seperate 120 volt legs. Connect between either leg to the neutral gives you 120 volts.connect btween the two legs gives you 240 volts. If the neutral is not present the circuit will search out the other leg to try to complete the circuit causing dimming of lights extremely bright lights and all around chaos. Check ahead of the main to see that the voltage is correct. Check each leg to neutral with a voltage tester. Have some one turn some lights on and off while checking as sometimes a load is required to get fluctuating readings. If the reading fluctuate wildly the problem is between the power grid and the panel. If not recheck on a a couple of breakers and if the readings fluctuate it is on your side of the system.
. Hope this helps

Outdoor light timer by Intermatic in house when we bought it. Trying to program it after changing batteries, but there are no directions for it. how would I get some instructions for it?

1) Model number is unknown.

2) You have outdoor programmable Intermatic timer, and replaced battery.

3) Open following link to help identify timer and download possible manual:
http://waterheatertimer.org/Intermatic-timers-and-manuals.html#hb88

4) If timer does not show on link above, add a comment with clear description of timer and buttons for possible identification and manual.

5) Most battery operated timers require 'reset' after battery change.
Manuals usually say, the battery is replaced and programs remain intact, and then current time has to be set again.
In typical situation however, most timers lose functionality with battery change. That's why timer is reset, and then reprogrammed.

6) If functionality is not restored after battery change and reset, then timer has gone bad.

7) Newer Intermatic timers have 'lifetime' warranty against workmanship defect.
Older timers have 1 year warranty.

8) Electronic timers, low voltage power packs, plus electronic water heaters, and electronic water softeners and treadmills etc are each susceptible to power surge from nearby lightning and also from simple power outage.
Not always necessary, but safest to unplug outdoor timer during storm event and with circuit breaker trip, or power outage. Plug back in after power is restored or storm is over. This is true also if timer is on GFCI, and breaker trips. Unplug timer and then reset GFCI.
Add a whole house surge protector to main breaker panel. This gives 1-time protection from surge event.

9) Take a moment and rate answer:
And take advantage of fixya expert assistance live.
For a price, expert works with you while you work on timer or any do-it-yourself project.
Fixya is always less expensive than a service call.

100 amp service. 2 breakers connected together 50 amp each. power was shut off. Had to shut off main before ir was turned back on. when power was restored, breaker would not stay on unless it was done real...

this you would need a meter to tell were the problem is you need to put the meter one on the netrual and one on the main to get a reading then keep doing this for all your breakers , one way to tell if a breaker is bad take it off the main panal put the meter to the screw and copper and see if your getting connuty to it good luck
