The fan is not level.
You will have to relevel the fan. One "trick" we use until a fan can be releveled is to stick a wieght on the top side of the blade. You will have to find which blade will weight back to level. Usually the one on the oposite side of the one that rubs. Tape some quarters or fishing weights on the top side and keep adding until it quits.
Once you get a chance to relevel it get yourself a foot long level and loosen the connections and redo the mountings.

The bearings in the hub are worn out. You will need to replace the hub.
I replace a couple of these a month in the field. They made a slight design change to this hub so the new ones last quite a bit longer.
