I get the feeling that the flashing Amber light is on the video monitor and what you refure to as the modem is the large desktop case with everything pluged into it right?
Could be 1 of 2 problems;
1) faulty power plug or house/powerboard
Check power cord and check that plug has power.
2) Faulty Power Supply Unit (PSU)
Renew PSU, look on Ebay or old computer auctions

System seems to be in hibernate or standby mode and frozen in that state. Hold dosn power button for 5 seconds or until all signs of life shut down. Wait about 30 second and power up the system.

Symptom sounds like a bad power supply. If the system has been moved around (knocked) their may be a lose cable. Checking all cable to make sure they are well seated may help. Some systems are designed to not power up at all if the CPU fan does not engage (locked or burnt out). LED's will light up, but system will not run. Bad or memory chips that come loose may also cause the system to quick cycle and then power down to a low power like state. Some Wal-Marts now have Dell service desks in electronic dept.

Fan makes a lound noise and power button is orange

It sounds as if your power supply is cooked because the cooling fan has been running slow

Only way you can check is to take a panel off and hook a voltmeter into the 12v & 5V supplies on the Hard Drive and the Floppy Drive.

Dell optiplex gx150 cd drive won't boot

Hmmm--when you went into the BIOS setup, your first boot device should be CD. The next your hard drive. The other boot devices should be set to disabled. Now if you have a third boot device as a network device, then your computer is not seeing the CD or the Hard drive--you have a problem. If all the drives are hooked up properly (sounds like you have that covered) then your motherboard is probably the problem.
I would try to disconnect all your stuff except the CD. Try it on the first IDE channel (set it either as cable select or master). If that fails, try it on the other channel. Do you have a second CD to swap out?
Still no boot? Bad motherboard.

Dell Optiplex Power-on Problem

An Amber or Yellow power button means that the power supply is receiving power from the source but is unable to properly distribute it to the components. This can be caused by a defective power supply or a defective motherboard. Just to make sure that nothing else is causing the problem, remove any PCI cards like modem, video card, sound card, etc...
Look at the USB ports to see if any are damaged.

Boot problem with Dell Optiplex GX150

To reinstall Xp from the CD you need to press F2 and go into the BIOS then select the boot order configuration and make the CD the first boot device and the hard disk the second boot device.
After installing XP, if you wish you can go back into the BIOS and change the boot order to boot from the hard disk first.
