How about this:

PFAFF 1199 COMPACT Manuals

General tips:
Note--your machine appears to be an older mechanical, which will usually require a good cleaning and oiling--especially if it has not been serviced or used in a while. Even though the manual may not emphasize this, most will require some TLC before being put through the paces--if your machine is sluggish or stuck, then it definitely needs some work or the motor could be damaged. Start out with liquid Tri-Flow Synthetic Lube from the hardware store.

Wheel on right side that controls the needle up and down is very tight...

Changing needles every 8-16 hours of sewing time will decrease frustration with sewing machine problems (needles are an inexpensive and easy fix for a lot of issues). Use only good quality sewing machine thread--AVOID old or bargain bin threads (ie Coats & Clark is usually not the best). Check that the needle, thread, and fabric are compatible. Black and dark blue threads sometimes present sewing machine issues because of the heavy amount of dye.

All About Needles

When threading the top thread, ALWAYS RAISE the presser foot. Set the top tension to the midway point--then tweak the top tension. Tension is correct when both top and bobbin threads meet in the middle of the fabric.

I don't need help with a washing machine, it's a sewing machine!

Looks like an older mechanical machine--looks very similar to a Bernina I have. Hopefully nothing is broken or out of alignment that would cause this. Refrain from forcing the motor to run while the machine's parts will not move freely or it could damage the motor.

These are great machines, however, they do need maintenance to keep them operating smoothly. They are very prone to seizing when the old oil dries and turns to varnish, thus preventing the parts from moving efficiently. Here's the method I've use to fix several older machines that suffered from this problem. The problem can affect any moving part of your machine, ie the needle bar, the selector knobs/dials/levers, the feed dogs, the handwheel, etc.
