SOURCE: dishwasher not washing
By chance have you cleaned the spray arm out lately? There could be something blogging the water from getting into the arm. In most dishwashers, the arm only spins because water pressure makes it spin.

A water softner will not make the dishes any cleaner, it just makes it so they don't have water spots on them.
If the dishes are dirty, it is most likely that the nozzles (holes) in arms may be plugged.
Also check to make sure you are getting plenty of water to dishwasher. Make sure all water valves are full turned open.
If the control panel does not work all the time, it is very likely you have either a shorted wire, or a fualty main board which is very common in newer machines.

SOURCE: no water coming into dishwasher
There are a couple of things to check. First we will start with the water level float. Open the door and on the floor of the washer, left side, front you will see what looks like a large cap. This is the water level float that tells the dishwasher how much water is in the bottom of the unit.
Check and see if you can push it down closer to the floor. If it is stuck in the up position, the washer "think" it is full of water and will not allow any more in. If it seems to be all the way down, pull it up and out to make sure the stem is not broken or it looks damaged in any way. Check the float chamber for debris or anything that looks like it doesn't belong.
Clean the assembly and chamber as necessary.
