I have the same problem .... I took it apart and found that there is not any screws, nuts bolts, washers .... what it is (was) is a piece of lead (like a sinker on the end of a fishing line) attached to the end of the cable, yes the cable, that hooks into the handle and into the top of the flush mechanism - that yellow plastic tube )the cable goes through it) I was able to take it apart and repair the end of the lead weight with a split shot sinker BB - is the size I used. I also had to deform and cut some of the sinker away since the hole it sits in, is small. When I went to Home Depot to buy/get a repolacement unit, one store told me to call the manufaturer -- Foremost and gave me the number, I lost that piece of paper now that I have time to call again, I was left on hold for 10 minutes the first time. 1-888-256-7551
I just called and pressed a few buttons, waited 2 minutes, got a live person, she asked me what was wrong, I told her that my handle was just spinning, she asked for my model number 131-926 (found on the inside back of the toilet) when I purchased it (make this up, within this year ... and yes you have the receipt - she never asked for it, just that I had one!) she took my address down and gave me a client number .... tada!

Remove the lid from the tank. Verify that the tank is full. Shut off the water to the tank, at the wall. Wait 5 minutes. If the level has fallen in the tank, the flapper valve in the bottom of the tank is the culprit. If the tank remained full, the issue is with either the fill valve assembly or the overflow tube.

Our WaterRidge toilet tank will not fill with water

This sounds like the float is getting stuck , while the toilet is trying to fill if you see the float ball that is attached to a arm that pivots , if you lift the float up it should turn the water flow off from trying to fill the tank , some problems that can stop this are the rubber seal that lifts up when you press the flush button to allow water to flush the bowl does not seal back in a position so that the tank can never fill , sometimes the float ball can get stuck which stops it from rising up with the water level and shutting off the water , but my best guess is that the rubber seal has started to perish or distort and needs to be replaced you can find this right at the bottom of the tank and it is directly connected to the flush button ,so if you inspect inside the water tank and press the flush button you will see that it opens up and lets water pour into the toilet bowl but if a tight seal can not be made water will never fill the tank

The flapper may not be seating properly after a flush. Even though you say the toilets are brand new, something may be askew in the flushing assembly or may have been affected during installation

Aquia II Dual Flush Toilet: toilet after flush removes to much water from bowl...

Adjust the float on the Fluid-master a little higher if possible. This should allow more water to enter the bowl after the flush.

the flush neck must be pitted or someting, the part that the flapper sits on that needs to be replaced.

Toilet will not flush

You need to replace the fill valve with a oem replacment valve. You need to use toto parts.
