Although Mobily can offer explanation, I think you would be better off sparing yourself the effort of trying to work with them on the matter. I am attaching a link that describes in detail what another party endured while trying to find a solution. That party finally goes out and gets a new sim card. However, that party could have gone to a Mobily center and followed the last advice from Mobily.
For enabling third party cookies follow this steps:

As Windows 10 have the latest and newest browser named EDGE so in order to enable or disable cookies follow these steps:

Hi Check your internet connections and make sure its connected. Make sure your Internet security is not blocking your browser.Make sure its permitted under personal firewall and not blocked.

accessing the internet. The firewall is blocking Google Chrome because
the antivirus program no longer recognizes it - even though it is on the
list of permitted programs. To fix this problem, make sure your
antivirus and/or firewall software are configured as a trusted
application to allow Chrome to access the internet.
Norton is very bad for false positives. 2005 is way out of date anyways. My suggestion: use Firefox, Avas Antivirus and Komodo firewall. That combination makes web browsing very safe. When Norton is uninstalled, there seems to be a huge weight lifted off your system.
