If he never signed up but his credit card is being charged then I would contact the bank and cancel the card immediately. Your Son is most likely a victim of identity theft.
You cannot cancel the account since it isn't actually his. You can report it to skype but I don't know what they will do. Apparently they are having real problems with this kind of thing.
