Here is the link to the resolution listed in the microsoft knowledge base.
Hopefully it isnt a software that was preinstalled on your machine..if that is the case then a reinstall may be difficult. Contact the manufacturer of your system they should have a replacement cd for you.

To stop the problem completely, you need to go to 'Task Manager' then 'Processes' click EULA.exe then 'right click' and click 'Open File Location' do that with all EULA.exe and go to the open folder and delete all the files associated with it or delete all you see on that folder. Restart window afterwards and you will see the problem is gone.

The problem here is that you are not seeing the entire screen. Your screen resolution is probably set to 800x600 this needs to be increased to at least 1028x764.
To do this (in Vista) go to Start > Control Panel > Appearance and Personalization > (under the header Personaltion) Adjust Screen Resolution
Slide the bar in the center of the popup window to the right to achive a higher resolution. Click OK.
After you do this you should be able to see the entire license agreement.
