Most likely there is a sensor in the seat that can tell when there is a passenger. My '95 325 had this feature...I believe it was to prevent the airbag from deploying unnecessarily in an empty seat, although that's just a guess.
BMW's are renowned for having airbag light issues, it could be any number if things. Most likely though, the airbag would still function if need be.
If you are overly concerned about it, I would take it to a mechanic that can read the trouble codes to see exactly what type of airbag problem you are having.

Most often, the stuck steering wheel is a result of a faulty 'tilt relay switch.' If you attempt to use the tilt switch and you can hear a clicking/whirring noise, then its your relay switch, if not, it may be the motor that is broken.

the computer knows that input data from a system has a problem,so disconnecting the battery will not help.
that is the procedure for working on it so that the airbags do not deploy.
a code scanner will tell you which part of the system,including a seatbelt latch,tensioner, or seat position sensor is defective.
