I will give the best answer I can with the lack of information.
Make sure the fuel line to the carb doesn't have a quick connect valve. If you were not the original owner of the Brigg & Stratton mentioned here, then it was probably work on and the quick connect maybe was remove.
If the quick connect was removed, it won't regulate the amount of gasoline going to the carburetor, meaning that you will have to adjust the on and off valve yourself until you achieved the right amount of gas.

Spark plugs foul immediately

Fouled plugs may be caused by oil leaking into the cylinder. Does it smoke when running (cold), are you using up the crank oil. Black smoke is excess gas comsumption, blue smoke is oil burning. If your plug is fouled with black carbon, you are most likely running to rich.

Toro 4200 time cutter stalls when the handles are pulled in

I believe the timecutter has a safety switch that only allows the unit to start with handles in the out position, then you need to be on the seat to be able to pull handles in without stalling engine. Have you tried checking the seat switch? It sounds like one of your safety switches isn't working. Either the seat switch or the handle switches. That's where I would look first. Good luck!

Lawn mower will not start. It began to run rough and acting like it was going to stall. Then it came to the point where when you pulled the cord it would start then immediately stall. Now it will not start...

It likely needs a carb rebuild. Be sure to check your tank for water in the fuel as well.
BTW lawn boy carbs appear to be the simplest carb ever but are very touchy ( especially with leaking inlet needles) so dont underestimate them and you will be fine.

Craftsman 7.0 HP Briggs & Stratton mower stalling

Check the muffler, if the muffler is clogged it could cause overheating of the engine, and could keep the engine from getting the necessary fuel-gas mixture.

Briggs and Stratton 22hp v twin OHV smoking badly

First thing to do is pull your dipstick and check for broken or missing O-ring also as you pull it, look to make certain that it was seated properly and all the way locked. If either condition exists, you will be leaking into the crankcase which will cause your symptoms

7 hp craftsman Briggs/stratton lawmnower stalls

Your engine model # 128602 Type 0212-E1. Forget about ordering from Sears and paying shipping and waiting a week. Go to your local Briggs and Stratton dealer (most shops are) and buy part # 694395. Should cost about $3.00
