How can I tell if new Suzuki 140hp engine is really a 2017 model by the serial number

It should have the MFG. date stamped into the I.D. plate along with the serial number . If not the serial number should have the number 17 in sequence in the serial number either at the beginning or the end.

How do I write a letter to receive payment for a service and abandonment of animals

Are you saying the animals were left at your shop without payment? Do you know the owners phone and address? I'd try to contact them, show proof of trying to contact them (maybe even an ad in the paper), if no reply, give the animals to the animal shelter and next time make sure you see their ID to get their address for your clients, and phone number.
