first look for a blown fuse the old clutch may have burn it out the check to see if a safety switch burned out

check the wires just as they go into the clutch i have had them break there and have been able to repair the wire

SOURCE: I have a Toro LX 500 Lawn tractor the pto clutch will not engage, I have 13 volt at the plug for the clutch , so ordered and installed new clutch... Still will not engage checked volts again had 9.3
Load test the PTO circuit as it may a connection that allows you to a voltage reading when unload and then once loaded drops out.
By load testing I mean leave the PTO clutch coil attached and test while it should be engaged.
