Hi, It does have a filter of sorts but is on the pickup inside the tank and should not need changed. Drain the fuel mixture and check all of the plastic lines and primer bulb for cracks or kinks. Put in a fresh fuel mixture that has not been sitting, (They don't run on old mix) and try starting again. The thought process is that if it starts on the starting fluid it can only be two things, old fuel or no fuel. If the fuel change doesn't work it is probably not getting fuel thru the carb, these oil mixes gum up rather quickly and if it sat for awhile with fuel in it it may need the carb cleaned. sounds like carbs not cleaned right, oh try changing fuel filter, does fuel pump run constantly. if you cant hear it you can feel it, up behind the ignition. Berrymans B12 fuel additive works wonders. double dose add to gas run bike til hot then let stand overnight, pray a lot and try it again.

You may need to do a more detailed cleaning on the carburetor. I like to use a Den Tek Brush, (used for cleaning teeth), to get into the small ports. They work great for this job. You may also need to check the small screen in carb. It gets blocked with debris.If you need further assistance, please contact me.

70psi compression indicates it's rebuild time; the compression should be double that. You can confirm what the compression should be with good rings by putting a few drops of oil in the spark plug hole and testing compression "wet". That figure will be what a new saw would have.
