Need more information.
What email client are you using?
Have you checked your log in information i.e username and password?
Does your ISP have a 'web mail portal'?

SOURCE: I can't send out emails. I'm receiving emails.

The problem seems to be in SMTP server configuration, SMTP server sends email. So, you have to check your SMTP configuration with your email provider.

Could you send code in my email address?

I believe you are asking it code can be inserted into a receivers email address. If you are forward email from a disreputable source which has some malicious code inserted into it, the email may spread to every contact in the receiver's address book. There are ways to "hide" the headers of email making it seem the email comes from other sources This is a topic akin to hacking.
