They should already be on if you've plugged it in properly.
Green jack hole in your sound card is 'rule of thumb'.
1/8" jack I believe, to the 'audio in' jack in you monitor.
I haven't seen HDMI carry sound YET from a computer.

After plugging it in, you'll need to actually tell your laptop to use the 2nd display and select an appropriate resolution. Go to display settings, select 2nd display, and select "extend display to this display".

No sound from inbuilt speakers

this may be a second post since it appears that fixya didn't take the first one:

you should have a speaker cable in addtion to the monitor cable (big thick cable) coming from the monitor. the speaker cable (much thinner with similar plug as free standing speakers) needs to be plugged into the sound output jack on the back of your computer (jack is possibly colored green).

Phillips brilliance 180P, no sound from speakers

Go to the Start menu, open the Control Panel, look for the folder Sounds and Audio Devices and open it.
You should have some listing referring to your monitor. If not, look next at the folder System, then Hardware, then Device manager and check if there are any red 'X' next to Monitors or Sound, video an game controllers.
If you get really frustrated, you can delete your monitor from within the Device manager, leave the monitor turned on and reboot your PC. Windows should 'find' a 'new device' and install or ask for an installation CD (hope you have one) and give you a basic driver for video.
If none of this has helped, go to Philips support page and download and install the newest driver for that monitor.

Flickering screen

Yes, right click on the desktop, go to properties > settings > advanced,
Go to the monitor tab and try changing the refresh rate to something a little higher IE if it is set at 60, try 70.

Philips Brilliance 170P

Resolution should be 1280x1024.
Colours 16 bit.
Motherboard drivers installed.
Redo the graphics driver installation by completely removing the current one, and then use the install-CD for the graphics card. The installation could take place while you are in VGA-mode - press F8 during first BIOS-screen - to avoid disturbance.
