There are other ways, besides the Do Not Call list that screen calls either actively or passively.
Here's a link to s summary of products. I don't endorse the web site, but we have used some of the products.
In most cases, it's probably easier to just let the answering machine screen the calls.

As far as I know, you can only do this if your telephone company provides you with the ability to add numbers to a "blacklist". Putting a number on this list prevents the phone from ringing and will not allow the caller to leave a message. The caller will either hear a ringing indication or an outgoing message played to them. You would normally sign into your account of your carriers web site and add the info directly yourself.
I am unaware of any phone itself being able to do this on its own - but they may be out .
