if there is a fuel filter running completely out of fuel sometimes allows all of the bad stuff in the fuel tank to plug the fuel filter (if it has one). press the primer bulb until you can hear fuel, then it should start.

The first thing I would check would be the oil level, to make sure you didn't put in too much oil. If the oil level is correct, it could be a stuck piston ring, letting oil blow by the piston, and out the exhaust. If this is the case, you are going to have to tear down the engine.

If I remember correctly, there is not an operator actuated choke on that unit. It is thermostatically controlled be a device behind the muffler.

This kind of thing is happening more often, due mostly from the water supply being hard. You can try tilting it forward and filling the pump with CLR (Calcium Lime Rust sold at box stores) to try and dissolve the calcium out of it. If that doesn't work, you can find a valve kit on EBay from the the number on the pump. If you go this route, I would take the plastic valves, taking photos where necessary. Warning... This only works about 2 out of 10. There are rebuilt pumps on EBay also, but be careful if you order a replacement. They come with the hookup from the rear and from the front, so make sure to get that part right Might save you some misery with RMA's (Return Merchandise Authorization). Good Luck... wish I had an easy answer, but these pumps are notorious for this. Also always take your wand off the pump or sooner or later you won't be able to do it. Also the hose from your spray head, or same thing. And watch the Honda motor when you take it apart; it will fall off if your not careful. Same bolts hold motor and pump.
