Usually, the filter needs cleaning. But it could also be air getting into the system.

What does it mean if the psi drops 5 to 10 psi on the pool filter

Restriction before pump impeller or clogged impeller. Check:
Dirty skimmer basket, not enough water in pool, stuck weir gate in up position, plugged pipe coming into pump, if in ground pool, then yes,the pipe underground. It is not a restriction after the pump like dirty filter. If it was, pressure will rise!

I have a polaris pool pump which is 5 yrs old and dead. Since general pool pumps of the same horsepower are much cheaper I would like to know if you can substitute a normal pool pump in place of th polaris...

I don't see why not, unless your trying to get above 40psi. I would focus on the pumps flow rate, that will give you a better stance on how closely the pumps relate.

I have a pb4 polaris booster pump that doesn't seem to put out enough pressure to run the pool sweep.

Check your in line screen and wall fitting to make sure they are right. Sometimes the over pressure button on the wall fitting will blow out.

Also, your local pool store should have a pressure stick they will lend you. It connects the end of the hose where the Polaris would be. You should be getting a least 28 psi. If you are getting less, you may have a clog in the booster pump's impeller. If you have that or more, the problem is internal to the Polaris. Verify that the backup valve is working properly as well.

Water not coming at full force from pool into pump basket

It sounds like your pool pump is either not primed or is not strong enough to provide adequate suction. Check to make sure the pump is properly primed. Check for cracks in the lines that might also cause loss of pressure in pool pumps.

Depending where you live and how high your minerals run in the water. If it is old enough to change the liner it is probally old enough to get new socks for the fingers.
