Question about General Garden
I have replaced the console and wiring harness on a Swisher Rough Cut Trail Cutter. It is manual start but has an ignition switch. I don't know where to attach the two (red and green) wires to the Briggs and Stratton engine. The owner's manual only shows a general outline of the engine, but now specific wiring contact points.
a 6ya expert can help you resolve that issue over the phone in a minute or two.

Check the voltage on the battery to see if it is 12 volts or higher. If not, charge battery.
Then check all starting-related electrical connections-- sounds like there is a dirty connection somewhere if the battery is charged.

The flywheel black (negative) and red (positive) wires are the magneto output. Red goes to ignition to charge the battery, and also burn the headlights -- so the red will go to the headlight switch as well, maybe through the ignition.
There should be an in-line fuse on the charging/headlight wire coming from the magneto.
There should be a safety switch under the seat which energizes the fuel cutoff solenoid on the bottom of the carburetor.
There are also interlock switches on blade engage mechanism, and the brake pedal, These prevent engine from starting if brake is not applied or if blades are engaged -- these would control current to the ignition module.
This is not complete, but it'll give you some clues -- good luck -- it's a ton of work.
