What phone is it? Is it an iOS phone (iPhone) or an Android phone (anything that isn't an iPhone)? Try this.
First go to the bluetooth settings on your phone and turn it on. Next go to the 'Visibility' area in the bluetooth settings and turn that on.
Go to the phone settings in the car and search for your phone. Sometimes it does take a few attempts for the phone and car's bluetooth to find each other.
There are 2 parts to bluetooth. Step 1 is pairing. You need to set the phone AND the headset to detect each other (pairing mode). The phone is the easy part - it will tell you on the screen that it is searching for the headset. The headset has a specific way to put it in detect/pair mode. Sometimes it is holding down the power button for 5 seconds or longer. When the phone detects the headset, it will ask for the password and allow you to name it.
Sometimes, the phones already try the default 0000 passcodes and connect automatically.
Step 2 is connecting to the bluetooth device.
If you are connected and can make and receive calls, you don't need to do anything anymore.
Its true that you cannot connect your iPhone to other mobile phones. Ive even heard you cant connect the iphone to a macbook via bluetooth.
You can connect your iPhone to headsets, handfrees, speakers etc via Bluetooth.

Bluetooth on iPhone will only connect with other iPhone phones, and with Bluetooth sets. Unfortunately, it does not connect with other devices.

Hi, I have an iPhone also, you don't connect to other phones anymore, like if you did with normal mobile, if say you searched in a full room of people with the iPhone you would just find the printer in the corner!?!?, bizarre i know, but thats Apple for you, (2 steps forward, 5 backwards) you just connect to Bluetooth appliances like, your car, printer, pc/mac.. yes you can connect bluetooth to iphone you go into your settings and register bluetooth
bluetooth has to be on and charge while the phone searchs for bluetooth
some bluetooth are compatible with i phone some are not
