How do I turn a hot fixture to a cold fixture?

Look at the piping to each fixture. If they are flexible lines you can easily swap them after turning off the water supply. The fixtures themselves are the same so that is not a problem. You can choose to make the swap at the shut-off valves or at the fixture which ever is most convenient. If the lines are the solid copper type you can bend them around to do the job if they are not to short. If line length is a problem I recommend replacing one or both with the flexible type from Home depot or wherever. The type that looks like braided stainless steel is best. Rubber hoses will end up making your water taste funny.

Your ICE MAKER may be blocked in some way [CLEAN water inlet lines &/or replace the in-line FILTER] OR the THERMOSTAT could be faulty [in an older unit]. Check all in-line water pipe connections for leaks AND/OR damage from any rodents you may have had in your home. This is particularly prevalent in tropical areas and when inlet lines are made from any type of nylon/plastic material. ALSO check your DOOR SEALS as this will sometimes cause this type of problem. It is also possible that the INSULATION in your older unit may be breaking down [you will notice moisture/"sweating" on the outer case surfaces which would indicate this type of fault].

When I run hot water for the tub, it has a brown tint

10 year old homes today usually do not have galvanized pipe. They have copper or pex plastic pipe. These do not rust.
Is rusty water on both hot and cold line, or just hot line?
Just hot line, then check anode rod and flush tank:
Are you on water well? Well casing can get rusted. Water can have minerals. Call local water well service and describe problem in detail.
Are you on city water or mudd district water? Is pipe coming into house made of galvanized? Look inside meter box or look at pipe coming into house. Sometimes the city water line at end of run can get filled with sediments that will discolor water. Have water company flush the city water line.

Water supply line pops off the valve and sprays the wall get on floor and winds up in the basement when water is requested by ice maker. How do you correct???

Your fill tube (supplys water directly to icemaker ) is frozen up inside the freezer . You need to replace the water valve due to slow leakage letting the drips freeze inside the tube eventually freezing solid and when icemaker calls for water , the water pressure blows the small tubing out of the fill tube .

Don't know how to connect the water line to the unit there are two separate line for the water and the ice maker

The ice maker is intended to tolerate the same water pressure as the cooled water supply so you only need to 'tee' them together can be had at any hardware store) and you should also buy a sink-type valve to put in the line so it can be conveniently shut off if need be. The sink-type valve will have similar dimensions but you should check the inlet line size before buying your parts. Safest would be to cut a 1/4" length from one of the lines to take with you.

The water in the tank is not filling to the water line, thereby not providing enough water to flush properly. Adjust the float so that the tank fills to the water line
