I'm not sure I have the whole picture here but When water simply will not flow from a tank your first guess that it is a faulty valve was a good one. While you had the valve off did you turn on the water briefly to verify that it flows well at least up to where your valve was? You may have to do this test. The clog could be right at the tank itself. Before you open up the pipe again first look for anything steel. I have found steel plugs screwed into an old threaded outlet on a pipe that has, over time, produced a large rusty blob that has blocked the flow of the water. If there is nothing like that going on you will have to open up the pipe. By the way, if hot water flows at any other locations, like the tub, then you know that the problem is not at the tank. you have to figure out where the blockage is by a process of elimination.
