To check what is going on with your computer do some tests.
1)Open task manager and check which program is taking more memory and CPU
2)Start operating system in safe mode and check the performance. (To start in safe mode press f8 while booting). If it works fine in safe mode then some program is causing issue.
3)Update your anti virus program and scan your system

Go to 'Properties' (right click on the program), go to Compatibility, If the program is running in Compatability mode, uncheck this option and see if that resolves the problem.
