I'm not gonna promise this is gonna work but this is step one to diagnosing your problem.
Do a reset on the phone by holding down both the home button (bottom) and the power button (top) and the same time till the screen goes black. Keep holding until you see the apple logo. Then release and let the phone fully start back up and try it.
That's a reset. That does more than just turning it off and back on. Nothing will happen to your phone, your media, or anything. It just resets the hardware.
If that doesn't work. Come on back and we'll move on to step 2

From the description it is a software problem, If you were sticking things in the scanner bar that would not help and it will prevent the laptop from working.

SOURCE: I have samsung galaxy I. my phone was turned off and when i turn it on it doesn't start as it stucks on samsung and doesn't start up. i took off the battery off and on but it still not working
try to hard reset your phone first by doing this procedure...
To Hard Reset Samsung I9000 Galaxy S
1. Turn the power off. If your Samsung Galaxy S is frozen, pull the battery out and reinsert it
2. Hold the Volume Down button
3. Press and release the Power button
4. You are now presented with a menu that allows for Fastbook, Recovery, Clear Storage, and Simlock
5. Select Clear Storage by pressing the Volume Down button
6. Press and release the Power button
7. Now simply confirm your decision: Volume Up for YES and Volume Down for NO
If YES is selected, all data including third-party applications will be deleted from your Samsung I9000 Galaxy S. Once the wipe is complete, the phone will reboot to its factory fresh state.
if you do the above procedure and nothings happen ,its time now to re-flash your phone to its original version and a certified mobile technician will do that for you...thanks for trusting fixya
