Hello vickurzawski, You have a bad bendix. This is mounted on the starter to engage the starter to the flywheel. Check with a local marine shop or auto parts store for a new or used one. Disconnect the battery, remove the starter from the engine, replace the bendix on the starter. Connect a jumper cable to the starter to test operation before bolting back to engine. Make notes on what wires went where before disconnecting.

you will need a manuel . To set the advance you will have to get a old bent prop and cut the blades half off (test prop) back boat in lake on trailer,,,,, Or find a test tank ... Or hang on the back of the boat at wide open with someone driving and you hanging on with a timming light and watching flywheel
