The steady blue light signals only that power is coming in the unit thru the USB cable - nothing more.
If the scanner is powered but it's not recognized as attached (i'm assuming that you have checked the the unit in another Mac - or even a pc, it doesn't require any driver to work - and got the same result) then the defect is hardware - the image and control processor inside the scanner has failed.
Since it cannot be repaired or replaced that means that this scanner is dead, time for a new one.

Looks like that this is a common problem with this unit. Basic troubleshooting to fix this is to reinstall the drivers/software of the unit. If this will not fix the problem then you need to contact the manufacturer. Stratford is already aware of this issue. Here's the support number 888-550-9998.
