I am having trouble with fuse for bike. I lost a little clip that goes to inside of fuse box, is this a problem? looked like it might have been copper but I don't know about electric issues?

When you feel a lot of heat around connections of any kind, fuse or whatever, that usually implies a resistive connection at that point. This is usually caused by corrosion at the point where you experience the heat. Look for corroded contacts and clean them up.
Just a loose connection can cause heat as well. Make sure electrical connections there are good.

How do I get the headlight to work?

Is there voltage across the wires leading to the light? If so, the light is burned out. If not, check continuity from the ground side of the light to the battery (-) post. If it is good, check for battery voltage on the + side of the light when the switch is on. If there is no voltage there, follow the wiring back through the switch to the battery + and determine where it is good.

How do I fix a 1963 Ross Europa 3 speed bicycle headlight? I opened it up and I see a couple of wires leading from the switch have been cut from the battery holders. I'm missing a spring on one side of the...

A headlight is not electronics. It is a very simple electrical circuit. One wire goes from the switch to a terminal/spring on one battery (let's say the positive terminal). There's a metal or wire connection between the two batteries, and then another wire goes from back from the other battery's terminal (negative in this example) to the switch. There's no significant value in the headlight, as they weren't original equipment on the bike, so you can just buy a replacement light.
