Check the valve at the bottom of the tank, Check for cracks around where the valev is at the bottom of the tank, if cracked, replace the tank. With the tank off, can you see the rod in the handle move up and down when you squeeze the trigger. The part that the tank sits on is acalled a resevoir asm. it may have gone bad, or the seal is out of place.

If the speed control switch on the hood is in the On position, it would appear the drive mechanism for the brushes is not spinning internally. The drive mechanism could easily be replaced by a technician.

(1) Upright: Sounds like the tab on the lower handle that the handel release latches to has broken off. The machine is fully functional without it otherwise.
(2) Assure the ring gasket is in place under the hood. A round rubber gasket must be in place on the round tube under the hood where the recovery tank sits to connect the vacuum from the motor to the round tube on the bottom of the tank.
