I want 38424 to turn on a lamp at 8 PM and turn off at 10:05 PM - Do I set it on "Timer" or "ON"

You want to set the clock after charging the device. Takes a short time. Set the time by pressing TIME and then HOUR/MIN for the current time. Now you can set the timer.
Press the "ON" and set the time you want the device to turn on.
Press the OFF button and set the time to the time you want the device to turn off.
Put the switch on the top to the TIMER position and lug into the wall socket and then the device into the timer.
Should be good to go.

Self adjusting in wall timer

Timer is not known.
Copy following links to identify timer and download manual
http://waterheatertimer.org/Intermatic-timers-and-manuals.html
http://waterheatertimer.org/ST01C-program.html
In the manual, you will see directions for resetting timer.

If resetting does not work, then review timer programming carefully to make sure there are no conflicts in the programming such as overlapping days, or inconsistent am-pm, etc

How to set on at 4 pm and off at 7am

If this is not your timer, add a comment

How to set timer.
Remove dial from body of timer.
So now the timer is apart in 2 pieces.
Silver ON trippers and brass OFF trippers can be removed.

Place trippers in times you want timer to operate.
In this case, set silver ON tripper at 4pm
Set brass OFF tripper at 7am
Timer comes with 2 pair of trippers, so you will only use one pair.
Save the extra pair of trippers for when 1st pair of trippers wears out.

Snap timer back together.
Manually rotate dial around to watch lights come on.
To set current time, rotate dial until current time lines up with mark.

Dial rotates with passing time.
Tripper rotates around with dial.
When tripper contacts on-off lever, it physically moves lever like turning light switch on-off.
ON tripper moves lever one direction.
OFF tripper moves lever opposite direction.

The instructions indicate to push the outer segments down with pen, etc to set timer. I can't get the segment to go down.

Generally the segments are already pushed down when you buy timer.

Instruction usually say, pull up all the segments, and after pulling up all the segments, then push down the segments for the hours you want the timer turned OFF or ON depending on timer
