This is a malfunction. Ariens and Gravely are from the same company. The blade clutch should be in the disengaged position to allow dismounting without the seat kill switch shutting off the engine. I expect should be designed as fail-safe so it is possible rather than repair the blade clutch switch it was defeated to allow the mower to operate. On an Ariens, the operation is mechanical. This is something for a trained tech to repair.
