Hi my girlfriend just gave me this toaster, and would like to know what the lighted buttons are for thanks

Since you don't mention the make or model number of the toaster or its age I can only make the following guesses.
It might be an electronic model. To test if this is the case, leave the toaster unplugged and push the lever of the toaster down. If it does not stay down it is an electronic toaster. If it stays down then it is NOT electronic.
The lights might be lighted push buttons.
If you plug the toaster in then put a slice of bread or two in and push the lever handle down and one light comes on then this is probably a dual purpose pushbutton. It indicates that the heating elements are on and if you push it will cancel the toasting cycle and the bread slices should pop up.
If there is a button beside the above button it could be for extending the toaster cycle time a bit longer to compensate for a thicker slice or a denser bread like a bagel. If you push it, it will light up to let you know that the cycle has been extended for this reason.
If there is a button beside this one, it could be for extending the toasting cycle to compensate for a frozen slice of bread or whatever, like a bagel or even a frozen waffle.
If you find the make and model for your toaster, it might be on the bottom somewhere, google it to see if you can download an instruction manual for it.
Hope this helps. Good Luck.

My black & decker tro964 is not heating

That may sound like a stupid question, but is it plugged in?
Have you tried to plug in the toaster on a different power outlet?
If there is a ground fault switch where the toaster is plugged in (that's those outlets which have 2 buttons on the front, one labeld "Test" the other usually labeled "Reset") unplug the toaster and push the "Reset" button and try the toaster again. To test, if the power outlet, were the toaster is usually plugged in, is working, try a hair dryer or any other device on that outlet.
Its most likely cheaper to replace the whole toaster than to replace the heating elements, for about 40 $ since that's the price of your toaster on some websites.

The toaster button will not work-now what??

I found that if you pry off the plastic chrome ring around the button, you can manipulate the button to make it work. Mine works if I first push the button up before pressing. Inelegant, but it works!

When the oven is first plugged in "12:00" appears on the display.
• Press the "Timer" button twice. The display will begin to blink "12:00".
• Adjust the time in steps of one minute by pressing the "+" or "-"
buttons.
• If you hold the button pressed down for more than 6 seconds, the
time will change quicker.

Toaster button does not latch.

The buttons latch is actually an electromagnet that is engaged and disengaged by a small timer located on the toasters circuit board. The most likely reason why the button will not stay latched is a bad connection to the magnet. Unplug the toaster and open the right side panel by removing the machine screw located on the underside of the toaster. You will notice a pretty simple circuit board with 2 (usually red) wires leading to the magnet. If you have trouble locating the magnet, push the "toast" button and watch out for the component it butts up too. Because the wires attached to the magnet are soldered firmly to the circuit board, the poor connection is usually at the magnet. Gently push the wires towards the magnet to ensure a good connection. To test, plug the toaster in, being sure to remove any tools or loose components from the toaster, and push in the button so see if it latches. If it does latch, open the door to disengage and unplug the toaster before reassembling. If it does not latch, you may need to replace the magnet.

Toaster handle won't stay down.

Either get a new toaster or get a replacement, the option mostly would be "Get a new toaster" but sometimes your lucky enough to get a free replacement. It depends on whether it's made by a "Official Company" or by a just some downtown lads (if you know what I mean, just refreshers in making stuff).

Toaster arms will not stay down

Arms stay down by the mean of an electromagnet, controlled by a chip. If the wall outlet is functional, you should be able to turn on light by pressing the "defrost" or "bagel" button while the arm is held down. No light? the toaster is good for garbage!!
