Is it possible to level a concret slab after CONCRETE HAS SET?

There are companies that raise sidewalks, etc. You may find it cheaper to have someone remove yours and pour a new one, depending on the size. I don't know where you are so can't provide any company names. You may try HomeAdvisor.com HomeAdvisor com Get Matched to Top Rated Remodelers Plumbers and More

What is the advantage of adding glass fiber in concrete?

Fibers are usually used in concrete to control cracking due to plastic shrinkage and to drying shrinkage. They also reduce the permeability of concrete and thus reduce bleeding of water. Some types of fibers produce greater impact-, abrasion-, and shatter-resistance in concrete. Generally fibers do not increase the flexural strength of concrete, and so cannot replace moment-resisting or structural steel reinforcement. Indeed, some fibers actually reduce the strength of concrete.

How can i build a cement speed bump?

Is this for vehicles? If so concrete won't work as it will be too brittle especially when it gets cold.

How do you fix a dip and crack in garage concrete? Our garage has a crack and is dipping down.

The highway department fixes this by drilling a hole and then pumping concrete under the concrete until it lifts up.

I suggest you contact local concrete company to see who does this type of pumping. I've seen them fix driveways.

Don't know how much it costs.

When I go into other rooms I can't connect to router

How is the signal strength? Check and make sure the antennas are not loose. Is your house the old style concrete? Sometimes thick block or concrete walls are tough for the wireless signal to get through. They do make larger antennas or signal boosters for wireless routers. You may need to install one of these to boost signal strength. Also is it wireless B,G,or N? Wireless B has a very weak signal while wireless N has a very strong signal. Sometimes the router settings can be changed to adjust the signal strength and may be set too low also.

Pouring concrete

I live in N.W. Wisconsin and they do pour cement in 20-30 degree weather. They have the concrete supplier mix with hot water and also add calcium chloride. The ground must be thawed with no frost in it. They pour the cement and if finish it and then cover it with tarp blankets. This does add cost to the project and if you can wait for warmer weather I highly recommend you do.
Hope this helps.
