Highly depends on the model of your iPad but you can install iTunes from the apple website and update your iPad that way but if the version goes no higher for your iPad model then it is already at the latest it can run

Do you mean iOS 8? You don't convert anything. Just uninstall the app and then install the newest version from the app store.
