Few things to check here. If the compressor is not running then the problem may be a bad thermostat or the compressor start device (ptc starter). Most common would be the thermostat on wine coolers. Also need to check if the fan is running. If everything is running then you have a sealed system problem. If the fan is the only thing that is not running that will cause a no cool situation.

SOURCE: U-Line 15WC Wine Cooler Problem
I just had the same problem. Also, I was getting a burning smell. The coil on the unit was blanketed with dust and dog hair. First, I cleaned it all out and tried it. It really didn't do much and I still had the burning smell. I then opened the back and recognized that the fan was not working. Turned out to be really dirty. Cleaned it and no it is working fine.

SOURCE: Noisy Wine Fridge
The problem is likely with one of the two fans. A new fan is available from Danby (1-800-263-2629). My noisy fan is the condensor fan located at the bottom rear of the device. After removing the cooler from under the cabinet, the source of the noise was obvious. You will need to tell them whether it is the upper fan or lower fan. Leave the cooler upright for a few hours before you plug it in so that you do not damage the condenser. Price for the fan from Danby is $20.15 including shipping. Your PTC relay on the compressor is bad needs to be replaced.
First be sure to unplug cooler. Remove the cardboard cover that covers most backs of the units. Remove the plastic cover that is on the side of compressor. It is held on with a metal clip. Now you should be able to see the relay pry the relay straight off. note the wiring and position of relay. Only three prongs on compressor. Go to a parts house for appliance's and with your make and model number should be able to get a new one. Let me know if you need any more help. ken
