Sounds like pressure builds up. I would say to rebuild the carb. Very easy job to do.

5HP Mariner outboard no water coming out of water outlet, a water system diagram required

It would be nice to have a year.....but you dont need a diagram. in back of the prop on the lower unit there should be 3 or more holes/ slots on each side.....water gets sucked up from here. then where your lower unit bolts on to the tower there is a waterpump on the inside it pushes water through a 1/2 metal tube into the bottom of the motor then it squrits out . if its not sucking up water and or peeing then you have 1 of 2 problems
#1 blockage in the peeing tube. bugs and mud dobbers like it in there. gentle push a clothes hanger into the tube.
#2 bad water pump I change mine every year call me crazy if you like but if you run your motor without water you will be buying a new one

I have a 5hp B.& S. horizontal crankshaft engine that has started to flood badly. I suspect that the needle valve is stuck open but I don't see it. The carb. is mounted on top of the gas tank. How...

On models with the carburetor mounted on top of and part of the fuel tank do not have a float and needle valve. make sure the air cleaner bolt/screw is all the way in or else the engine will **** fuel through the threaded hole for it. If this is a different kind of carburetor let me know.

Mariner outboard motor starts runs, then fuel comes out overflow and motor dies.

If you have carburetors your float is stuck. It can happen more than it should and if it is a smaller engine, laying it on its side can cause it.
You would have to look at the float and imagine which way to lay the engine down in the future. The float could also be bad. You would take it out and float it in Gas, not water to see if it sinks.

If this is a big HP outboard and injected your fuel regulator is bad.

Carburetors are tricky, They have to be completely dismantled, soaked in carb cleaner, make sure all the gunk is off, every jet clean and clear, If you can't get a wire through it, you won't get gas through it, make sure you can blow through it, Get some guitar strings, .009 is about the smallest guitar string you will find, you can buy them separately at the music store if you don't have one. Change the filter in the line, when the carbs go back on, the adj all have to be the same, not one wide open and 2 idleing, Float level is also important, they don't sell complete kits anymore, you have to buy the parts individually, gaskets , etc, good luck.
