Bring the #1 piston to the top of the cylinder. Remove the dist cap and make sure the rotor is pointing to #1 in the firing order and the balancer marks should line up.

Put engine on TDC number one , balance weights will be bottomed in housing , lift it up and it will engage in the right tooth on the crankshaft gear bolt down while holding in place. There are no timing marks on crank gear or balance gear.

190CC, 8.75 hp. how do I set cam shaft timing?

What brand of motor? Briggs has a dimple on the cam and has a timing gear ring on the crank. I position ny piston to TDC of, well, it doesnt matter. Position the piston at TDC and put on the ring gear (if applicable) back onto its keyway. Rotate the crank clock wise until the black dimple is 90° to the right. You can then line up the camshaft dimple to the crankshaft dimple accordingly. What motor model numbers do you have. That will help.

Is the #1 cylinder on a 1941 John Deere 2 cylinder engine closest to the radiator

I am not familliar with the LA model, but in my youth [58 years ago] used to drive an AR with two cyl motor, side by side and flywheel on LH side. The flywheel had timing marks for TDC on the inside edge.
Otherwise remove a spark plug and take a soft bronze welding rod and insert so you can gently wind it to TDC position. If you open the bleed tap on other cylinder you can tell when it is near TDC. Other cylinder is 180 degrees around the flywheel. They are mechanically balanced, that is why they go Trut, trut.
