Sounds like the cpi injector assembly. The fuel pressure regulator may be leaking. Or the poppet valves on the injectors may be sticking or shot. I replaced almost every part on my truck and that is what it ended up being the whole time. It's a common problem on these models. Hope this helped

It is possible to repack the battery yourself , just take the battery apart and inside you will find a set of rechargeable batteries , just replace the batteries with new rechargeables from battery world and repack them as original then put back together and hey presto NEW DRILL ,

if you have the old batt just cut off the old plug on the batt and cut off the new plug just hook + to + and - to - with wire connectors and your done
