Its a missing or broken spring in the handle(trigger). If you look inside the handle you should see a circular spring around the post of the trigger. This spring returns trigger to idle position. If its missing or broken the trigger won't spring back.

model # 12f702-1824e1 mower( that uses weedeater string) had a spring come off the carberator and I don't know where to put it back on.

You can go to Stanley Bostitch.com and look at a breakdown. you can also unplug the air line and you will find 2 roll pins holding the trigger valve in place and 1 holding the trigger itself, remove all of them and then FOLLOW closely, wrap a shop rag around the handle area of the trigger to completely encase it. Then holding back on the release portion of your air hose so you can pull it off immediately, push it on the adaptor and you will hear a POP REMOVE immediately and then remove rag and the trigger should be in it. If you are uncomfortable doing this don't even attempt, its not that hard just take your time.
