My whirlpool microwave does not work and flashes a F1E4,MW POWER RELAY. I assume this is a fault, but don't know where relay is?

microwaves ovens are not consumer fixable. They are too dangerous and have special security screws to stop you getting inside them. There are capacitors in there that have HUGE volts enough to throw you across the room or burn a hole in your skin, and a part of the magnetron has beryllium which is toxic, breathed, or ingested. Thirty seconds of microwave energy at 1 metre will blind you.

Take it to a Whirlpool dealer.

High pitch noise

Sounds like a bad capacitor. Careful, they hold a big charge long after being turned off. They are usually not too expensive. Bad ones will bulge at the top or bottom, leak.

Microwave now takes ~2x longer to heat up and is steaming up inside

Place a 1/2 litre of water in a plastic microwaveable container. Record its temperature and place it in the microwave. Microwave on full power for 1 minute. Leave for 30 seconds and measure the temperature again.
If the temperature rise is at least 10 degrees Centigrade, the magnetron is fine.

Our Whirlpool over the range microwave makes a clicking sound for a few seconds then shuts the microwave off. The microwave is unusable. The sound seems to be coming from the control panel.

If the cooling fan is not working, that would explain the shutdown problem. The function of the fan is to cool the magnetron down when it is warming or cooking the food, if the fan fails to run, the thermal fuse will detect heat rise causing a shutdown with in 5 seconds or more, the clicking suggest fan issues. I would recommend a whirlpool technician to go through the system.

When I type in the time to cook food, the microwave will run for about 2 seconds and then turn off and beeb 3 times. what causes that?

Boy, this sure sounds like a GE with a failing leaky magnetron, but that's not possible since you posted this under Whirlpool MH1160XS.

But it may still be a bad magnetron...

Whirlpool mircowave will not heat

HI, the high voltage capacitor is unstable and, it has damaged the Magnetron. you will need to replace the Magnetron. it will run you about $191.30. this will restore the heating action in your microwave unit.

Microwave hood # 721.80833500

One of 2 things are happening..One of the thermo protectors has a bad connection (Kenmore is good for these) or the Magnetron has a leak inside the control cavity causing a temporary short in the control.
