It is not permanent, rather it will not last long at all. A rose quickly fades to black, then withers away. Hence whatever this comparison refers to, will be gone soon.

tricky simile maybe but the word "like" is missing
metaphor maybe but there are extraneous words, i.e. place is a"

I would guess that it is an incomplete simile rather than a metaphor.

but I could be wrong

It mighted be a bloated metaphor

What are metaphors


Metaphors are words or phrases that normally describe one thing being used to describe something else to imply a similarity. Ex. A blanket of snow. Snow isn't a blanket, but is somewhat like one. Not to be confused with simile, which is a direct (rather than implied) comparison. Ex. Watching baseball is like watching paint dry but without all the excitement.
