Most cell phones have a built-in wireless hotspot option. On Android, go to Settings, under Wireless and Networks there should an option for Tethering & portable hotspot, setup the hotspot settings first, then turn on the hotspot, and make sure your 3G/4G/etc data is enabled, then have your tablet connect via wireless to your phone's hotspot and you're good to go.
