the drive splines on the inside of the wheel are chewed up. It happens some times. It is more prone to happen when you are mowing on lots of hills. The drive gear has nothing to grab onto to turn the wheel.
You can order a new wheel just about anywhere. I recommend going to Lowe's because they can get MTD parts fairly quickly. Just bring the the model and serial number. Look on the serial tag, there is also a long model number which usually starts with 2 numbers and a letter. Bring that. I recommend replacing both wheels if you are going to do one because if the one is worn out, then the other is most likely on the same path and you will eventually replace it anyway.
