I presume you are referring to fuel spraying out through the top of the carburetor (ventury) where the air cleaner would normally bolt onto?
This issue can be caused by several things...
1) Burnt or worn intake valve(s), allowing fuel to be forced back through the carb under the compression stroke. (Compression should be around 40 + lbs)
2) The screw which holds the air cleaner onto the carb is not threaded into the carb. (This interrupts the delicate airflow mixture into the engine)
3) The choke butterfly is not operating properly.

Indicates a worn cylinder and ring failure
as small engines suffer from a dusting problem from inefficient air filters and lack of service problems they tend to wear out well before a reasonable period of time
Most are not economical to repair as new motors are close to rebuild costs

I installed new carb. on my tecumseh 5hp. snow king and it wont start. I have spark and gas is flowing out of carb.

This can be very frustrating and tough on the back and arm.
Always confirm the the fuel tank valve is open and the stop/run switch is in run position

It takes three things to run:
  1. Compression. This is the resistance that you feel as you crank the engine. Some engines have compression release to assist getting the rotation started. You should be able to feel the compression stroke as you rotate, Remove the plug and you can easily tell the deference. If it had, last time used, been running and starting with no problem I would assume that the compression is OK. Gauges are available to check. at lease 120 PSI
  2. Spark. It is near impossible to lose the spark timing on these. It can only be magnitude and presence. If in doubt about the condition of spark plug replace. I usually lay the plug on top of the head with wire attached and observe for the spark. No spark no start.
  3. Confirm that the throttle is in the wide open position. It is possible during the repair the spring or rod has closed the throttle air valve. Air/fuel mixture is always hard to trouble shoot. I use open choke and starter fluid to conform that compression and spark are working. After that I will choke on a cold motor and pull listening for the first fire. At the first fire I would usually half choke and pull to first run. Full choke for many pulls will only flood engine!! If no joy then I would allow engine to vent and go back to start fluid. If it will run on start fluid than either carburetor is messed up or quality of fuel is bad.
If after several tries and fuel is certain to be good remove plug and check for gas. It is possible that the new carb float valve or mixture adjustment screws are messed up.

One of 2 things. Either a dirty carb(most likely) or low compression.

If you don't have access to a compression gauge, just feel the kicker by hand. It should take some strength to push it down with a pronounced resistance as the engine builds compression. Too little compresion and the engine cannot ignite all the fuel the carb is trying to feed it. Basically blowing out the fire.

Remove carb and totally disassemble it. Clean all parts and make sure every orifice is clear by spraying carb cleaner through it. Any place you spray should result in the spray coming out somewhere. If not you have a clog. Given your description, i would pay special attention to the main nozzle.(brass tube with holes down the side)

Engine will not run/tecumseh enginelstall once it starts/hsk model

I assume this is on a snowblower?

Be sure you have fresh fuel.

You can also remove the bowl on the carb and spray carb cleaner in any orfice you see.

Always store a snowblower with fuel stabilizer in it. Otherwise it the fuel can "varnish" the inside of the carb and cause problem.

If it still doesn't start check compression.

CANT GET SNOWTHROWER TO RUN IT WILL RUN IF I SPRAY STARTER FLUID IN CARBARATOR BUT WONT RUN BY IT SELF

sounds like needle valve that is attatched to float bowl is stuck, may want to drop float bowl and let some gas run out. or at least take out main jet that holds float bowl on and let some fuel run out. Old fuel will varnish and make carb. parts stick and or clog jets. Careful as you know gas is very flammable , do it outside. If it doesn't start after that i would have carb rebuilt. hope this helps
